Backstory - I currently have to test compilation performance under M1 for my university. Long story: This was definitely a ride for me. Fix: Disable Network Sharing on en3, en4 when the interfaces are inactive. This also causes your CPU usage to be at 20% at all times and 50% when Network Preferences are open. TL DR: This seems to be an M1 specific issue caused by sharing your network connection using currently inactive Ethernet interfaces (for me only en3, en4).
